What is it?

Proof of address in Portugal is an official document that indicates your permanent residence. This information can be found on the Financas Portal, but there are other ways to obtain this document. This serves to avoid any type of fraud on the part of those requesting it.
Proof of address in Portugal must contain basic information about the person who wishes to prove their address, these are: full name and NIF; complete address, with postal code, name of the street/avenue, number and complement (if any), parish; date of issue of the document.

Why would I need it?

The proof of address can be requested in multiple situations such as:

  • Process of obtaining Portuguese nationality or residence permit;
  • request for a citizen card, passport or other documents;
  • signing a contract;
  • opening a bank account;
  • change of address;
  • Request for NIF or NISS;
  • application for housing credit;
  • registration of children in a daycare center;
  • enrollment in courses and/or schools.

Step-by-Step guide

How to obtain one?

The proof of address can be obtained in two ways: in person, at the Junta de Freguesia and Citizen Shops (Lojas de Cidadão), or online, through the Finance Portal or the Social Security portal if you are already registered in Finanças or Segurança Social.

Through the internet, the process is free. However, if you choose to request an official certificate at a physical parish council, an administrative fee usually applies.

Step 1: Finanças Portal

To obtain proof through Finanças, you must be authenticated on the portal with your access credentials (NIF and password):

  1. Access "All services" (Todos os Serviços) on the left side.
  2. Select the "Documents and certificates" (Documentos e Certidões) option.
  3. Click on "Request certificates" (Pedir Certidões).
  4. Choose the "Tax domicile" (Domicílio Fiscal) option and click confirm.

The residence certificate will be generated automatically, at no cost, and will be available in the "Consult Certificates" (Consultar Certidões) section for you to download and print.

  1. Social Security Direct Portal

It is also possible to obtain proof of address from Social Security Direct (Segurança Social Direta):

  1. Log in to the portal.
  2. In the profile menu, go to "Personal data" (Dados Pessoais).
  3. Click on "Update contacts" (Atualizar Contactos) and select the "Print" (Imprimir) option.

The summary document can be saved as a PDF at no cost. Additionally it has no expiration date.

Step 3: Junta de Freguesia

There is also the possibility of asking for an Atestado de Residência at the Parish Council in your area of residence.
To do this, presenting an identification document (Citizen Card or Passport) and your NIF is required. However, each Junta de Freguesia acts independently and has its own rules, so additional proof may be requested—such as a registered rental agreement, rent receipts, or the signatures of two witnesses registered in that parish.

  • Cost: Parishes charge an administrative fee (typically between 3 € and 15 €, depending on the parish and urgency).
  • Tip: Find out in advance at your respective Parish Council about the necessary documents and processing times to avoid extra trips.

Step 4: Loja de Cidadão

It is also possible to obtain proof in person at a Loja de Cidadão. This option is useful if an institution requires an in-person, counter-verified printout from the Tax Authority (Autoridade Tributária) or an Espaço Cidadão desk. A simple tax residence certificate is usually handled on the same day.

If a specialized parish-level declaration is required, you must go to the local Junta de Freguesia rather than the Loja de Cidadão.

In everyday situations (such as opening accounts or private contracts), proof of address in Portugal can often be provided with documents already in your possession. Depending on the entity asking for proof, you usually only need to provide one of the following documents:

  • Utility bills for electricity, gas, water, or fixed home internet
  • Electronic rent receipts (recibos de renda eletrónicos) registered on the Finanças portal
  • Declaration of residence issued by a Parish Council (Atestado da Junta de Freguesia)
  • Tax domicile certificate (Certidão de Domicílio Fiscal)
  • IRS settlement note (Nota de Liquidação de IRS)
  • Bank account statements displaying your full address
  • Driving license (if updated with your current address)
